Organization and stakeholders

ARN was established in 1995 as ‘Auto Recycling Nederland’. To this day, our clients are market players in the automotive industry: BOVAG, RAI Vereniging and Stiba.

Initiative from the sector

ARN was set up by the mobility sector, not by the government. From the outset, the goal has been to comply with European standards and make automotive dismantling and recycling as sustainable and complete as possible.

ARN is a not-for-profit organization. Our return is the continuous achievement of the defined recycling goals in a responsible and high-quality manner.

The founders of ARN

The RAI Association, formally the Dutch Association ‘the Bicycle and Automobile Industry,’ represents the interests of over 700 manufacturers and importers of cars and other vehicles. 

Suppliers of parts and garage equipment are also affiliated.

BOVAG is the industry organization with over eight thousand entrepreneurs involved in mobility: from car dealers, car rental companies, driving schools, repair shops to gas stations. 

BOVAG is also a quality hallmark. Affiliated BOVAG entrepreneurs/members offer their customers worry-free mobility.

Stiba is the sector association and advocate of companies that are certified for the dismantling of cars and other vehicles. 

Stiba membership guarantees that the member company complies with the requirements for permits, guarantees and quality.

Stichting Auto Recycling (holding)

The Auto Recycling Foundation (holding) is the client and sole shareholder of ARN Auto Recycling Netherlands B.V.

The Auto Recycling Foundation (with the holding company as the governing body of the Auto Recycling Foundation) commissions ARN to implement the producer responsibility of car importers. The goal is to ensure the collection and processing of end-of-life vehicles in order to achieve the legally mandated recycling performance in a high-quality and responsible manner.

Funding

The funding is provided through the recycling fee on all cars that receive a Dutch license plate for the first time.

Governance

The market parties from the automotive industry—BOVAG (dealerships and importers), RAI Association (importers), and Stiba (vehicle dismantling companies)—appoint, suspend, and dismiss a natural person as the director of the Auto Recycling Foundation holding.

The Board of Directors consists of:
  • Olaf de Bruijn (chairman) – RAI Vereniging
  • George de Booij (secretary) – BOVAG
  • Martijn Traas (treasurer) – Stiba
  • Paul Dietz (administrative secretary)

Stichting Autobatterij Recycling

The Stichting Autobatterij Recycling is the founder of ARN Auto Recycling Netherlands B.V.

Stichting Autobatterij Recycling commissions ARN to implement the producer responsibility of participating importers for batteries from cars and light means of transport.

Funding

The funding is provided through the management fee on car batteries paid by participating importers.

Governance

The RAI Vereniging is the governing body and can appoint, suspend, and dismiss a natural person.

The Board of Directors consists of:

  • Paul Dietz (administrative secretary)

ARN Auto Recycling Nederland B.V.

The assignment to ARN is to consistently achieve the established recycling targets in a responsible and high-quality manner.

ARN Auto Recycling Nederland B.V. (ARN) was founded on 13 oktober 1993 by BOVAG, the former FOCWA, RAI Vereniging and Stiba.

The organization carries out the product obligations for the collection and processing of end-of-life vehicles and batteries from cars and light means of transport (LMT) on behalf of the Auto Recycling Foundation and the Battery Recycling Foundation, as well as the activities of the Scooter Recycling Netherlands foundation.

Governance

The director is Paul Dietz. The management team consists of Marco van de Goor (Finance and Operations), Janet Kes (Innovation and Batteries), and Martijn Boelhouwer (Communication).

The Supervisory Board of ARN Auto Recycling Nederland B.V. plays an important role in the continuous improvement of the organization.

The commissioners are:
  • Gerrit Mastenbroek (chairman)
  • Gerard Bolder
  • Marinke Wijngaard

ARN Innovation Advisory Board

The management team consists of Marco van de Goor (Finance and Operations), Janet Kes (Innovation and Batteries), and Martijn Boelhouwer (Communication).

The Innovation Advisory Board of ARN convened for the first time in 2021. The immediate impetus for the establishment of the board was the European Commission’s process to develop a new battery regulation and a proposal for a regulation on end-of-life vehicles.

Governance

The Innovation Advisory Board consists of six members, four of whom are from outside ARN.

Stichting Scooter Recycling Nederland

The Stichting Scooter Recycling Nederland (SRN) aims to recycle mopeds and scooters in an environmentally responsible manner.

SRN was established by the RAI Vereniging (manufacturers and importers) and BOVAG (scooter companies). ARN implements the activities of the foundation on behalf of both industry organizations.

Funding

The funding is provided through the recycling fee on new scooters contributed by participating importers.

Governance

The RAI Association and BOVAG appoint, suspend, and dismiss a natural person as director and can also designate a third director.

The Board of Directors consists of:
  • Martijn van Eikenhorst (chairman) – RAI Vereniging
  • George de Booij (treasurer) – BOVAG
  • Patrick Bruitzman – RAI Vereniging/BOVAG
  • Paul Dietz (administrative secretary)
