The new European regulation takes a much broader view. It focuses not only on the processing of end-of-life vehicles, but on the entire life cycle of vehicles: from design and production to reuse, recycling, and the use of recycled materials in new vehicles. The goal is to keep valuable raw materials in the European economy longer and to further develop the automotive sector toward a circular supply chain.
Key Changes
Among other things, the new regulation introduces:
Additional requirements for circular vehicle design, so that vehicles can be more easily repaired, dismantled, and recycled
Mandatory use of recycled materials in new vehicles;
Digital vehicle passports containing information on the composition of vehicles and components;
Strengthened producer responsibility for vehicle manufacturers;
New and harmonized requirements for dismantling facilities and the processing of end-of-life vehicles;
Stricter measures against the illegal export of end-of-life vehicles;
Greater transparency and traceability of parts, materials, and vehicle wrecks.
In addition, the requirements for the collection, registration, and processing of end-of-life vehicles will be further tightened. Member states will be assigned additional responsibilities in the areas of encouraging the reuse of parts, monitoring, enforcement, and data exchange.
Impact Analysis
ARN has been assessing the implications of the new ELV Regulation for the Dutch vehicle recycling chain. In the coming period, ARN will further validate the results of this analysis with manufacturers, dismantling companies, recyclers, industry organizations, and the various government agencies involved. The goal is to jointly arrive at a consensus on the implications for the Dutch vehicle recycling chain and the necessary implementation steps.
The implementation of the regulation will require a significant effort from all parties involved in the coming years. Furthermore, many aspects of the regulation will be further elaborated in the coming years through delegated and implementing acts of the European Commission.
International Cooperation
The joint development and interpretation of the new rules is taking place within the ELV Forum, which was established this year. Here, producer responsibility organizations from various European countries are collaborating on the assessment and implementation of the new regulations. ARN’s Managing Director, Paul Dietz, recently joined the Board of Directors of the ELV Forum.
