European Commission fines car manufacturers over recycling cartel

On April 1, 2025, the European Commission announced that it had imposed a joint fine of €458 million on various car manufacturers and the European trade association ACEA. The case concerns agreements made in the past regarding the financing and communication of the potential recycling targets and the use of recycled materials in cars.

According to the European Commission, the parties involved made unauthorized agreements over a long period of time regarding, among other things, the compensation paid to dismantling companies and the way in which recycling information was shared. The formal decision documents and a full report from the European Commission have not yet been published.

End-of-Life Vehicles Decree

The Dutch situation regarding end-of-life vehicles is covered by the End-of-Life Vehicles Management Decree. Importers have a legal obligation to contribute to the collection and processing of end-of-life vehicles. For over thirty years, ARN has played a central role in the Netherlands in organizing and implementing this producer responsibility. To this end, ARN contributes financially to the recycling of end-of-life vehicles by compensating dismantling companies for their work, paying for the processing of waste flows and financing supporting activities such as audits and training.

We will of course be following developments in this case closely. We will communicate our position as soon as there is more clarity about the content of the European Commission’s decision.
